Procurement
In 2021, the State of Minnesota purchased $13.7 million in sustainable products and services measured by third party certifications and other criteria. This was a decrease from 2020 by $1.7 million; however, the overall spend in these contract categories decreased by 42% as reported by the Pollution Control Agency. With the decreased spend, our percent of sustainable spend rose to 36% in 2021.
Goal
25% of total spend on priority contracts are sustainable purchase by 2025.
Accomplishments
Use of virgin paper for office printing was already limited in 2019, but actions taken by the Office of State Procurement reduced accidental virgin paper purchases even further.
While sustainable spend increased dramatically in 2021 as a percent of the overall spend, return to pre-pandemic office operations may again reduce the percent of sustainable spend.
Barriers
Several product categories included in priority contracts, such as network services, do not have established sustainability standards.
The state’s procurement system has functional imitations and cannot prominently display the sustainable choice to make it an easy choice for purchasing staff.
